Ameraucanas have them, and Araucanas too. It's called beard and muffs. I don't know why, but I think it's cute! also EEs have them

Most likely an Easter Egger. Could also be a Blue Ameraucana with some undesired gold leakage on the head and hackle. Without knowing is his breeding background its impossible to say for sure.
