Yes, aspirin is fine. Now- a word about it if you plan to pull the nail - aspirin IS a blood thinner. If you plan to pull the nail, which will almost certainly cause bleeding - it could make the bleeding harder to stop and clot.

But before you do anything drastic, can you please take a picture of that area from a couple other angles, and take a picture of the OTHER un-affected leg (same shots for comparison) - so we can see what her un-swollen foot SHOULD look like.
 
It does look a bit like something might have wound itself around that one toe, however, if you stepped on it, it could just naturally be swollen from that. I agree with soaking it in lukewarm salt, or epsom salts water, then examining it more closely. A broken toe, from being stepped on, will swell like that. While you're at it, put some oil, or petroleum jelly on the feet, and legs for the next week. It appears to have some scaly leg mites, and the oil/petroleum jelly will take care of it.
