Critters can move outside typical ranges. My interactions with Ferruginous Hawk in Missouri during harsh winter.Looks like a light Red-tailed Hawk. Both the Ferruginous and the Red-tailed can show a "belly band", but Ferruginous Hawks have feathered legs, rufous backs, and really long, bright yellow gapes. I don't know where you live, but Ferruginous Hawks only live in western states. Cooper's Hawks have WAY longer tails and a much different coloration.
