Who says the pallet has to be right at the fence or coop. The honeysuckle they can reach through the fence shouldn't be a problem as they can only eat so much. Growing up I didn't have any idea honeysuckle was is any way a problem. Our free ranging pullets never had a issue with all of it growing around the farm. When I built the current run next to the barn there was honeysuckle growing there and mine still live, but the honeysuckle is now gone. So yes it might be a problem for the honey suckle.
