My quail doesn't drink water unless put in front of it.

Ever since this quail has been born, it has been avoiding drinking water and dehydrating itself. I sometimes have to put it in front of the water because it doesn't like to drink! I have sav-a-chick electrolyte, which they all seem to love, plain water, and a small waterer for garlic-acv water. All my quail seem to be doing okay now, that one included. But why can't it drink water when I'm not there?

I see it panting in the heat when nobody else is, and it has yellow pee (the poop is a different color).

In the first month, there were times where I had to feed this one water with a spoon.

I don't know anything about quail specifically, but is it blind? Is it eating on its own?

I would have extra waters with just plain water all around, not just in the one spot. Is it possible that the others aren't letting it get to the water to drink? Dose this happen with food too?
