My quail is acting sick

One of my quail is acting really sick. It has its feathers all puffed up and it’s wings are dragging on the ground it eats and drinks just fine but it’s not running around like the other ones. Also none of my female quail are laying (is this just because it is winter?) and the males aren’t crowing. They are 17 weeks old. The picture is of the sick one.

Start by separating her from the others.
Is she pooping?
Any discharge from eyes or nares?
What are you feeding them?

It's normal for them to stop laying as the days gat shorter. They need at least 14 hours of light per day to lay. The males will also be less sexually active and stop crowing with less light.
 
I separated her as soon as she looked sick. Several more have gotten sick. I’m feeding them game bird starter. She is pooping. There is no discharge.
 
Are you offering any type of calcium?

At 17 weeks they should be laying already.
Have you thought about switching them to a chicken layer type crumbled feed?
 
No I’m not giving them calcium. I do give them sweet potato greens and kale though. No, I will.
