My Rhode iIsland is losing her feathers

There are feathers all over the place! She has lots of white spots and I can't tell is she's just getting new feathers or what. The feathers she's losing are small and very fluffy. Is this normal?? I'm new to having chickens - we just got her and her sister. The other is not losing her feathers (at least not yet).

How old is the chicken? At early age between 13 weeks & up to 20 weeks they loose a lot of feathers its normal.
