My Rooster Attacked My Naked Neck

How old is this male? Is he a mature rooster or a juvenile cockerel? How many pullets/hens do you have and how much space? Are there any other males?

If he is a mature rooster then he should be dispatched. No normal rooster should ever attempt to breed an obvious juvenile pullet. I'm guessing he's a cockerel close in age to the pullet and you have no older birds to whip some manners into him. In that case he's the biggest bird in the coop and will do whatever he wants. His hormones are kicking in and telling to breed so he's going to attempt to breed anything he can catch whether or not she is willing.

Juvenile cockerels can be a major PITA. You could try separating him for several weeks until the pullets catch up on maturity. Maybe he will even start to cool his jet a little (wishful thinking). However he may continue to be a jerk in which case you have to decide whether or not it's worth keeping him.
