I wouldn't use any more fish oil down his throat as sometimes the vitamins in it can be too much.
Likely if he was sick for a long time he has a chronic respiratory illness that is reappearing. If you want to try to save him, here are some things you can try:
VetRx - replaces the fish oil - very inexpensive, and helps reduce mucus in the throat. Will also help with all breathing issues as it decreases inflammation of the respiratory tract and increases breathing ability. A 2 ounce bottle can last ages as you dilute it with hot water, 50/50. Only use a few drops of water and VetRx in a cup, stir to cool a bit and mix. Use a q-tip soaked in it and swab both his nares (nostrils), the roof of his mouth (where there's a cleft opening there), and put a few drops down his throat as you did the fish oil.
If the fish oil has vitamins A and D in it, give that twice weekly - just a couple of drops down the throat twice a week.
Keep him separate from the other birds for at least a week or two until you're sure he's back to his "normal" state.
Consider giving him antibiotics - Duramycin 10, 3 teaspoons per gallon of water, NO less than 7 days (10 is better) would be a reasonable choice. Give him some yogurt daily for a week following the last day of his medicine.
It sounds like you really want to get him well, so these are the things I would suggest.
Also make sure the bedding is fresh and clean, the coops are well ventilated and airy - no mustiness, mildew. No cedar shavings, please. Hay replaced very very frequently or, better yet, dried compressed pine shavings. If you empty the shavings into a cardboard box and toss them a little with your hands, the dust falls into the box - you pick up the shavings on top and this reduces dust.
