ohh Honey don't be Sorry, we just want to help,,, we want what you want and that's whats Best for your rooster. I also am not allowed to have roosters where i live,,,I would LOVE one but cant... I really do hope your rooster is healthy and can live a long and Happy life and should be able to crow all he wants. just think of it this way you are getting allot of knowledge out of this... we are all here to learn and help each other... BUT it is alittle hard to understand what exactly is going on... its seems like we are only getting part of the story and its hard to figure out... so i think at this point I'm going to step out of this and hope others can help and i wish you the best..
