My rooster is sick

His cones under his head is swollen and he can't raise his head he does not feel good at all is there something I can do for him.

Try giving him antibiotics dissolved in water, and does he eat?

Welcome to BYC. This time of year is very bad for frostbite. Wattles can get into water bowls and then freeze when the cold air hits wet skin. Put some Nosporin ointment or vaseline on them and the comb to help prevent infection and further damage. Put waterers higher up, and make plenty of overhead ventilation high up to allow moisture from the coop to escape. Also keep the chickens out of the drafts.
