My rooster needs help

My roistee been feeling sick dont onow how long or when it started first he has black two toes been keeping them clean for while now. One of them just came off will he be ok looking one little part of his toe??? His poop been different like water with white in it then sometimes green and brown. He has no worms or mites or lice . he is skinny to he been sluggish and leathagagic cant spell it. I been feeding him bugs dryied bugs like crickets and oat meal. And eggs. And leayna free range feed that has bugs in it and scrach feed
He makes weird noise somerimes dont know how to decribe it. Theres no chicken vet any where. Dose anyone know any moible chicken vet??? Kinda close to my aerea I live in washtion county n.y thank u

I'm sorry about your rooster.
Can you take some photos?
It sounds like he may have frostbite and infection. I agree with you, seeking vet care is best.

In the meantime - do you have your rooster inside or where it's warm?
If possible, get a small bag of chick starter to feed your rooster. That has more protein and less calcium than layer feed. I would also give him poultry vitamins. Poultry Cell would be a good choice.

You mention he makes a weird noise - can you get a video of that so we can hear? (upload to youtube and provide a link)
Is he having trouble breathing, maybe coughing or sneezing?
