My rooster's foot is very swollen and there is no evident external damage.

When only one foot is swollen, I would think it might be sprained or broken, or it could be an infection from bumblefoot. You may need to do some warm Epsom salts or betadine soaks for up to 20 minutes once a day, and look for any tiny cuts or scabs in the skin of the footpads limiting his activity and no jumpting up and down feom roosts would be what I would do.

Some other things that can cause a swollen foot are gout or mycoplasma synoviae, a bacterial joint infection. Usually those affect both feet more often than one foot.

Clean it well and take another look.
Pretty sure the top circled area is a pocket of infection,
Aka a bumble without a scab, and the other area might be a wound hidden under that dirty spot.

Soak with Epsom salt.
If it is a bumble it might need antibiotics and/or opening up.

If a vet an option?
That is his good foot, it is not swollen or otherwise impaired, we washed off his bad foot and did not see anything.
 
That sounds like it could be residual tissue damage possibly. Or arthritis in his ankle. He does have some scaly leg mites along with the missing scales, so I would apply some oil of choice after his soaks, and later once a week, rubbing it up into his scales well. Castor oil, mineral oil, vaseline, coconut oil, crisco shortening, or vegetable oil are some of the various oils that can be used.

Yes, so check the others. You may want to treat your coop at some point with some Permethrin 10 and a bedding change. It is not an emergency. I have only seen chickens with leg mites in a few more run-down or old chickens.
