This is Rosie Rocket. She is 27.5 weeks old has not started laying eggs yet. She is also at the very bottom of the pecking order. I have 3 other chickens the same age, bought at the same time, they are all laying.

I'm thinking there may be something neurologically wrong with Rosie. I've added some photos to kind of give you all an idea of the way she holds her head.

First pic is a close up and this is how she looks at you, kind of in a side ways way. Also her comb is a nice pink color but its kind of a stunted comb? I don't know if any of this matters and effects egg laying and honestly wether she lays doesn't matter, we love her just the same. I was just wondering if this is normal for the breed?

Chickens will always peer at you out of one eye. The left eye is farsighted to look for predators and the right eye is nearsighted to look for bugs and seeds. It is the result of which eye is aimed at the shell and which is pointed at the body in the egg.
The egg laying issue is the time of year. We are around 10 weeks after summer solstice, so the day length has been declining since she reached POL. You could kick start her by adding a bit of light at either the start or end of the day.
You can tell if she's about to lay by checking the space between the pointy pelvic bones. If it is under 2 finger width, laying is not imminent. If you don't add light and you don't know when she will start laying, I wouldn't feed her layer feed but rather a grower or all flock feed and provide oyster shell on the side for those laying.
 
My SS pullets and hens are very curious and human interactive, and fun! She's interested in you, and unless her head tilt is 'all the time' it should be okay.
Just don't let her push you around!
