I got 2 chicks that were born over 1.5 years ago. The have never laid an egg. I thought I was just unlucky that I got 2 duds. Now I see the coop with several paper shells. See picture. I have been researching and researching. I have given them oyster shell, changed layer crumble... anyone have any ideas? Will they actually start laying or are they sick? I would appreciate anything.

Several thoughts here....
1. They are laying, you just don't realize they are laying (which means either laying a different color than expected or laying somewhere rather than in the coop).

2. Cream Legbars are a temperamental line, imho.

I had 2 Cream Legbars bought from a breeder. The fist year I got 2 lovely green eggs about 3 to 5 days a week. Then they stopped for fall and have not laid since (to my knowledge). I sadly lost one to a raccoon in winter, and the other is either a lazy bones or is laying a color I'm not expecting as I have seen her in the next box a few times...but only a few times. (But I would swear I was getting 2 green eggs a day, but not every day, last summer...it might have been the one hen I lost).

It is frustrating. You should be getting eggs by now.

I'm not expecting a rooster in hen's clothing as your bird pictured is the correct color for a CL hen.

Try increasing their calcium. Also, treat them for lurking coccidiosis. Mine seem to be very susceptible to gastric issues, which I think may be part of the temperamentalness of the breed. (The early imports succumbed to diseases easily).

Mine did better on medicated chick start. I could see them plump up and laying with the one hen improved (before the coon got her).

Also, at 1.5 years, they may need a good worming, and definitely some mite/lice treatment. Consider applying Ivermectin to eradicate lurking things that way.

At any rate, I too was disappointed with my first pair. The remaining one is about to be culled, unless I can figure out she is worth keeping.

I hatched more this spring, but only got 2 viable out of the 6 set (under a broody). Fortunately it is a brother and sister who are about 8 weeks now, and not closely related. I hope to increase a productive flock with them. Time will tell.
