My six week olds can easily fly 3 feet (1 meter) up but can't quite reach the ladder yet. With one of the other groups I started them in an elevated brooder and fed them up there once they could fly that high.
If you can, you might start feeding them in a box about a foot off the ground and raise it when they can easily get into it. It won't take long once they realize there's food there.
Lots of possibilities.
Most of my birds are full sized. The last of the "old" birds transitioned to rafter roosting this week, and she's doing great. I was a little concerned about her on the ladder, because she lost some toes to frost bite as a chick, but she made it.
