Poor guy.
Not sure what's going on there, he may be suffering from Marek's, a neurological problem or leg bone deformity.

I would give him 1/2 Tablet Human B-Complex daily along with 400IU Vitamin E. Give him a scrambled egg to eat for the uptake of E. For his normal feed, I would use either chick starter or flock raiser/all flock feed.
