I don't know. I don't think turkeys are supposed to get them, either. I'd assume they're genetic.

All birds have wings claws, even Turkeys. They're not spurs.

Some scientific articles here calling them "carpometacarpal wing spurs" and this guy breeding for "carpal wing spurs" here. Maybe they are something different.

I'm not saying you are wrong at all, I think there probably is a difference in a spur vs a claw. I've always just heard the term 'wing spur' but will defer to your knowledge for sure.

ETA: I did find an article that notes the differences.
