When and where is everything taking place?

There are Dragons, Messengers which are glowing balls that can teleport to where ever is set for them to go (on a key pad.) Phoenixes, Griffons, Esk (not a short form for eskimo, esk are mythical creatures.), and Dogs. Each group lives separately, each with it's own leader.

The four groups have always been separate, no hybrids, no star-crossed lovers... Peace reined over Mofui, (you can pronounce it however you like )

the water has dried up and each of the Leaders of each group send some of their citizens to find water without telling the other groups. Basically they sent people of their own groups to get water in secret so that the other groups won't steal any water they find.
