I know this isn't the right thread so you can thrown my question out.. but are tolbunts always frizzled?

Well, You'll get smooth feathered birds from frizzles, but I have not seen any breeders with an all smooth feathered flock. If you get a smooth feathered bird from a frizzle, it has the chance to throw frizzles or smooth.
