Red wounds around vent

We have a healthy super-spunky happy black sex link. She is two years old and otherwise healthy. She is behaving normally, eating and laying regularly. We noticed that the skin around her vent was inflamed a few weeks ago. I applied neosporin and thought it was getting better but alas it looks worse now.

Could this be yeast? Her coop and run are dry and well maintained. None of the other chickens have this. It might be worth mentioning that she is the bottom of the pecking order. I have not seen her getting pecked. It could be at night in the coop she is getting pecked as her spot on the roost puts her bottom right in front some of the other birds.

I have some Blue Cote and Pine tar on hand if it would help.
