Naked Neck Identification Help please.

We live in a small city so we have "urban chickens" and we are not allowed to own roos. We got these two, they're about 3 months old and of course we love them so we don't want them to be roosters. The black one is bigger and when we heard a weird call (kind of like a crow) we thought he was a roo. But the one making the sound is the brown one. I have researched about male/female characteristics and I am still confused. Could you please help us? Thanks a lot!

Photos from the side and top with better lighting would help. I can't see the red bird's saddle area at all.

The black one appears to be a cockerel.

I would say male. Both have combs way bigger than my pullets
