That's one of the reasons I picked it. Even I remembered the quote wrongly. Had to watch the movie to get it right. Any other guesses? Last chance!

And the answer is...

EVIL ROY SLADE

The line is the setup for a sight gag. For those with slower connections Evil Roy is robbing a bank and uses a pen. He's getting ready to ride away when he realizes he's left the pen behind. He goes back into the bank and rides out of town with the pen which is still chained to the writing desk that he drags behind him.
The line occurs at about 4:30 into the video:
