He is confused with raging hormones at that age. If the pullets are the same age, they are equity confused of his intentions. Once the girls become submissive, it gets easier. And as he ages, He will become more graceful.
What do you mean "aggressive" and what are wellies? At that age a rooster is feeling his hormones and will grab a hen by the neck and try to mate. He may not really know how to do this yet and not get the job done at all. Unless your hens are loosing feathers, or have sores, I'd leave them be. He may chase the girls and they may run like crazy too. They all need to learn to live together, the girls learn to submit and he will calm down in a few months!
