Neck feather loss

I have a strange question. One of my hens went broody in the early spring. In her crazed state, she rubbed all her neck feathers off on the nesting boxes. It is now fall and she has not grown her feathers back. She will get little pin feathers all over her neck but I think the other hens peck them when they get to a certain length. I would like to wrap her neck with something to prevent them from picking on her, but I'm not sure if that is a good idea or not. I do spray her neck with Blu-Kote. I'm not sure if this helps, but she looks a bit better. She is a Black Australorp. I would like to grow her feathers back before winter as we live in Western NY. Any suggestions??

I've seen posts recently about "hen saddles", I wonder if something similar can be made to cover the neck?
