Neck quivering

I was brought a female quail (I do wildlife rescue) after a cat had taken three home. She needed quite a bit of care & now loves a cuddle. She has started doing a kind of neck ‘quiver’. I hope it’s because she is happy but would appreciate any feedback. Thank you

Without seeing a video of this behavior, I'd say it's just a nervous twitch.

If her mouth is open and she appears to be breathing fast, she's panting. They do that when they're hot or stressed. Can you post a video?
