Need advice on weird neighbors

Restraining order! That way it is on record and he is not allowed near your property or the neighbor! Its that simple!!!! Then id he violates the order HE has to answer to the cops. Also inform the police chief of the other cops actions and file a complaint on him. I live in a small town and rumors are very effective. Yes, there can be some trouble from the cop or his friends but that is a very minor possibility! The law is for ALL of us!!
Good luck and God Bless!

Geezz!! Some people are only happy when they are unhappy....
I'm stayin in the sticks so if I ever get this way nobody will know...

Call the cops and request a new officer to handle it....Document everything word for word times and dates....Good luck!

As a retired police officer I can tell you that the neighbor was criminally trespassing (in MO anyway). He entered onto your property without permission and caused damage to your property without permission. The ordinances in your town may not be geared to handle your problem. I'd check and see. Most police departments will provide you with copies of the ordinances or state statutes if you ask. If he recieved a citation for littering, call the court and see if it was paid or if the citation was nolle pros-ed (basically charges dismissed). As the victim you should be allowed that information due to victims rights. If you think the officer is not performing his duties properly, contact his supervisor and if he IS the supervisor, contact the chief. I'd make an incident report and as everyone else suggested, a picture is worth a thousand words.

If all else fails, supply your tenant with a pellet gun lol (shhhh you didn't hear that from me

Unbelievable that he trimmed the bushes on the property you own! I have horrible neighbor experiences and all I can say is get the police involved to have everything documented. If you feel the officer is in on it with the neighbor, which could very possibly be the case because it happens all the time, talk to a sergeant. Good luck with that hope your tenant doesnt use this guy as an excuse to break the lease.
