well... futher inspection has shown a broken top beak. it flaps around and is a mess. almost like someone ran over just his bill. i brought him to the emergency room and well see how it goes from there

It's definitely not a shoveler, it's a female Ruddy Duck Look at the wide, stiff tale, that is a tell-tale sign that it is a ruddy, also, look at the dark bill and feet
