There is no way to say how many generations it takes for a color to breed true. It all depends on what you are working with. When you say three generations, you must be talking about an outcross to a recessive trait like in the case of Snowy outrossed to Grey. Not all colors are completely dominant or recessive.
As far as the issue of White, there is no such thing as "pure" white. Literally every white duck has another color in its genetic background even if it is out of several generations of white birds. Whether or not White breeds true doesn't make any difference. It is still a recessive trait. If you breed a White bird to another bird of a different color, you will never end up with any white offspring unless the colored bird is also carrying recessive white.
