Need confirmation that I'm doing it right...

Yeah, I think I'd start there. The reason I was asking about what the frame was made of is because some folks over on the Mama Heating Pad thread tried just making a short box out of wood, and wood doesn't conduct the heat well - very little of it was right down at the chicks's backs. So if your's is wire, that's great! And I forgot to tell you that the height looks pretty good too, although it would be easier to judge if I could see the chicks under it

That looks good!
12 x 24 worked good for my 16 chicks out in coop.
Only thing I'd change is to pull it away from the wall in back,
so they can get out there if needed.
Good to have a bit lower in back than in front,
and figure a way to easily raise it as they grow.
