Need guidance!

So I just had another Thermometer placed in the incubator to double check the temperature. My thermometer says 91°. Should I increase?

If it was that low I don't think any would have survived until hatching; the chance is very small. Below 95 degrees, it's very unlikely any embryos would make it and hatch. So maybe that thermometer is also wrong. Did you candle the eggs and see if they are still alive, or did you only do the float test?

I would increase the temperature if you trust this new thermometer, but also make sure that that thermometer you just put in is definitely accurate, because if you heat the incubator too much, they'll die from overheating. 104 degrees or higher will kill them.
