Which is better a Sportsman incubator OR a Sportsman HATCHER??

The sportsman Incubator both incubates and hatches.

The sportsman Hatcher is most often used to hatch eggs after day 18.
 
Really, I have quail, and they would fall when they hatch?
Would it be OK to use a hatcher for ALL stages?
