Need help. Cockeral or Pullet

I have had a rough time building a small flock of laying hens. I live in the city limits and roosters are forbidden. Out of 7 young chickens all of which were supposed to be pullets, only 1 has turned out to definitely be a hen...she's laying. I've exchanged 5 that turned out to be roosters. So now I have 2 young chickens, about 8-10 weeks old. They have no appreciable comb development, so I'm keeping my fingers crossed with them. I have one that is about 16 to 20 weeks that I'm not sure about. She was sold to me at about 8 weeks old as a Red Sex Link, so I was pretty sure this one would be a pullet. Over the last couple days I've seen it jump on my hen twice. Once my hen fought, once looked to submit. Doesn't stay long just a matter of a couple of seconds, but looks like a rooster's behavior to me. This one was also the most aggressive when I brought the 2 younger chickens to the flock. I'm attaching pictures, let me know what you think.

At 20 weeks (or, really, anything over 16) I'd say pullet and be looking for eggs to start rolling soon -- how certain are you about the age?

I can't be certain. I'd guess at least 16. I got 3 at the same time that looked to be about the same age and the other 2 became identifiable as roosters about 3 weeks ago.
