Nancy, I live in Squaw Valley, CA, (foothills east of Fresno) and my Buttons are outdoors all year and they do fine.

Interesting, everything I've read and been told by breeders is they are from a tropical climate. Here's an excerpt from the breeder near me's website;

" In their natural environment they are exposed to temperatures that average around 70 degrees F. (21.1 C) A comfortable temperature for domestically bred Chinese Blue Breasted Quail is 85 degrees F (29.4 C) to 45 degrees F (7.2 C) They can sustain higher and lower temperatures for short periods of time, but it is important to realize that temperatures outside their comfort range force them to waste valuable energy trying to maintain a comfortable body temperature. For breeding birds, especially hens, long term exposure to cooler temperatures can be fatal."

those temps mean that I can only put button quail outside during late spring through mid fall. But really the temp is only one deterrent... it's the skittishness that for me was a deal breaker. I like to interact more with my pets... there's plenty of wildlife around that i can watch and not have to clean up after them ...

I suppose I worded it badly. I have the right to veto plans of his and he has the right to veto plans of mine. We make decisions together. It's not that he's the Lord and Master of the Home. (Not to say that people who have that kind of relationship are bad people, it's just not how we do it in our family)
