Yes I am fairly certain she is a Ruddy duck, her feathers are a shade dark though strange. Also why does she look wet? Or oily?

Maybe try to contact your local department of wildlife or animal control to find a rehab facility. They would be qualified to administer whatever medical aid she needs.

Yes she’s a ruddy duck. I would get her to a rehab
