Need help on gender ID!!

These two are supposed to be true Ameracaunas. I hatched them from blue eggs bought from a breeder in Arkansas. They are now 20 weeks old. By their tail feathers they appear to be roos, but neither have attempted to crow. They do not have spurs, or even anything that looks like spurs trying to develop. Their combs are flat, and they have little to no wattle development. Need some opinions, please. Thanks.

Aren't they a bit delayed with their crowing and development? They are 20 weeks old--and still getting bullied by the pullets!
 
20 weeks, That is only 5 months I have Rhode Island Red that I show and my roosters don't start crowing good till about a year. Now and then I might here a crow out of them before then but not too much.
