Need help sexing duck!

I was given 2 Indian runner ducks, I think I have a male and a female but I'm not sure. The one I think is a male has the raspy voice and it is slightly bigger than the other, but he doesn't have much of a tail curl. The one I believe is female doesn't really quack at all. I picked her up and she still only let out a couple squeaks. They are young, just coming up to 1 year old. I attached the best pictures I could get of him.

I'm sorry they are not very tame. So I have a hard time getting close without them running. But I did just see this...pretty sure it's a boy, he's just not very good at it. He's had my white duck pinned down for a good 5 minutes and counting.

Hens QUACK and Loud... If molted they will grow in a tail curl..Drakes rasp...Hens at a year should be Quacking..
Yes I know, all my others quack non stop. She is just quiet but he makes noise a lot. Niether of them really follow the "rules" which is what has me confused.
 
My Runner drake talks every breath just quietly instead of loud like my females, My female Runners don't quack loudly unless they get separated from the pack then they can really belt it out.
