One of my silkies did the same thing. She drove me crazy because she "cried" and chirped a lot, and I was always trying to figure out what I could do for her- I tried a lot! Her toes were floppy and bent under, so I treated her with little toe boots to straighten them out- no help. I treated for bacterial problems with meds in the water- no help. More heat, less heat, more space, less space etc etc. Nothing made her stop.
I finally gave up. I put them out in the coop, and she continued her noisy ways there. I eventually gave her up due to her toes being bent under and getting infected- maybe that way why she always chirped loudly.
Maybe it was just her personality.
