Need Help with chukar and quail eggs! What am I doing wrong?

Well, I have the chicken egg thing down. I have a great hatch rate on my own eggs and a lower but acceptable rate on mail order. However I have tried to hatch mail order quail eggs (Button and bobwhite) 3 times and I tried to hatch mail order chukars 3 times from three different sources and got ZERO chicks. My last batch of chukars, I ordered 24 eggs and only ended up with 5 that were actually fertile.

This is how I hatch Chukars:

day 1 through 21 - temp 99 to 100, humidity 45% to 55%, automatic turner
day 21 to hatch - temp 98 to 99, humidity 65% to 75%, no turning

obviously I don't leave the quail in for as many days

What am I doing wrong? I just don't get it.
 
I got a hundred of Bobwhite Quail eggs off ebay last year and had about 80 or so hatch out.
I think that 80% or more is a good number for wild birds.
I turned them all loose in my woods to try to get the numbers back up .........................

Now, I want to try the Chukar ........ but with your bad experiences, I think I will do
more research prior to ordering the eggs this Spring.

Have you gotten any positive information yet ?????
