Need help with "shrink wrap" & late hatch chick

I'm not sure if I'm out of the woods with this pitiful little banty chick. The water has all dried off of it, and now it's left with a thin coating of stiff egg white! It's not able to "fluff up" like the others. I have it in the 'bator and am not sure what else to do for the poor little thing! Any ideas about the stiff coating and how to get it off?
 
Here is my amazing baby that I helped out after it was in it's shell for FOUR days after the hatch date. FOUR! It lived that long so I had no choice but the help it out. It was still the last morning and I went to throw it out and it chirped at me. It was all dried up and could not move anymore. What I did was get a really wet paper towel not dripping but really wet. Then I let that sit on the membrane until is softened enough for me to work with it. I took it out of the bator in a nice hot room and worked slowly with a tweezers pulling a little bit at a time off very slowly...so you don't make it bleed. almost an hour later I had me a little blue boy orp! He had splay legs but I fixed that and he is a spit fire today. About 9 weeks old and doing super

Here he is: He is the first one I ever attempted to help out but I could not resist. If the little thing was strong enough to live that long in it's shell it deserved to live

Usually I do let nature take it course though.

Did you try putting warm water on that area? Maybe soaking it a bit would help? I had a chick that just did not look like the others either and I think that may have been the same prob yours is having. Mine lived for a week and it seemed fine but all of a sudden one day it was jut gone. No warning at all. I hope you can figure out how to get that off of it. Maybe someone will have a better idea than soaking it. If I was desperate i would even try olive oil.
