And the black bugs look more like fleas than mites based on pics I have seen....

If you have pictures of the bugs that would be good. Permethrin works against many things such as lice, mites, and fleas. DE will not help an infestation. It is hard to know what caused the red bumps, but scratching herself might be a problem.

The bird in the photo appears to be molting on her head. I see pin feathers. I agree the stuff on her comb looks like yolk.
