need help with this

i have a cochin egg that pipped i can see the beak but there is this dry white thing that looks like pigeon poop covering most of the hole

That is likely either the inner or outer membrane. If the inner membrane dries out, the embryo will get shrink wrapped and won't be able to move and hatch properly.
What day of incubation is it on?

Well they pip first and can take up to 12 hours before they zip out. Not sure what your seeing but keep waiting.
