They Could Be Overheating During The Day...
They Could Be Chilling At Night..
Heck We Dont Even Know What Type Of Quail.... What They're Eating... Anything...

They could be piling at night because of the less-than-100 degree temperature.
They could be piling at night because of a breeze blowing.
Those tiny things are so delicate. Hard to tell without loads more of information.
I would suggest keeping them inside their first month here on earth so you can control the environment a lot better. We brood ours in the mud room so we can keep a close eye on them.

same here, i kept mine actually in the house until just past 2 weeks(it gets 110 heat index here, even in the garage), then i moved them to the garage after that, i kept a thermometer in the brooder just to keep an eye on them, w/o a heat souce it was still 90 degree's. just moved the males outside today @4 weeks of age, they seem to be doing good, i have them in a 3 walled coop so they have a corner they can get into incase of rain.

Corners are bad for quail chicks, depending on how much warm temp they're being cheated out of, thus forcing them to "pile". Cut any 90º corner to as near double-45's a possible. Round those corners - radius those corners as much as possible. Spread those babies out. Don't leave them a sharp corner to get in. Their instincts are tellin' them...."hey, lets pile up, and we'll furnish each other body heat"......And it will!!! But the one that goes night-night on the bottom of the pile is likely to go night-night forever. He needs air. He ran out of it, even thought he was warm and comfty in the beginning of nap-time. Get rid of those corners!
