I'm new a raising baby chickens, I have two chickens about a week old, I have a heating lamp, food, and water, one of my chickens started panting and had its mouth open so I figured it was two hot and the other one was sleeping, I moved the lamp a little so there is a cool side of the box, will my chickens wake up from sleeping if they are to cold/hot?

you are SUPPOSED to have a hot and cool side of the brooder and the chicks will usually regulate their temperature accordingly.remember to check your Thermometer and drop by 5 degrees each week of age. You can achieve this by raising the heat lamp. day 1 they are about 95 degrees. after the first week 90 degrees 2nd week 85 degrees and so on. Too hot of temperature can cause a pasty bottom. if that happens you much clean the bottoms and make sure they can eliminate properly. check daily so debris does not harden and build and stop the ability to go to the bathroom
you can watch the chicks behavior and usually tell if they are to hot or too cold. if they are too hot they do what your chick did. if the are too cold they will huddle together. They should be evenly distributed in the brooder with happy chirps. chirps of distress also indicate some issues. Hope this helps and congratulations on your new babies! I'm sure they will bring lots of joy!:)
