I would say yes they can. At the coastal areas (port aransas) sand fleas can be a big problem with animals. And they are horrible to treat(yard wise) because they burrow in the sand and escape the poison you might want to look into flea medication you can put on your chickens. Maybe natural oils. Also i agree post a picture, and are you sure its not some thing else and are sand fleas a problem in your area?
 
we went to the river and brought back sand and it has fleas in it and you can feel the fleas jumping and hitting tou on your legs
