I bet it is something like that phrase! It is written decoratively across the front, so a saying would make sense!
That is cute! It goes with the teapot, too. It's a white with the phrase written in blue, with flowers around the bottom and top. No idea where it came from or how old it is. I'm guessing from the 60's just from the colors used.
