EE pullets just don't redden up that early (if there are exceptions, it's rare), which is why we answered the way we did.
Anything that's developing LONG before point of lay has a much greater chance of being a cockerel.
I agree with the others, comb type has nothing to do with gender. Only thing that seems to be going around is "male EEs will sport 3 rows of peas, while pullets, supposedly, only have one." That theory doesn't hold any water, in my experience.
