neglected chicken spurs

I am not a judge- but I would guess that light filling or trimming to keep them at a safe length and in good condition would be ok, but removing spurs would be frowned upon. If the breed is supposed to have spurs, then it should have spurs when shown for full points. Removing extra spurs from a breed that should only have one set would also be frowned upon.
 
Twisting off the horny sheath does not "permanently" remove the spur. On our old roo, there is a core that is nearly an inch long and turning back to spur quickly. According to my Storey's book on chickens, twisting off the spurs is sometimes down by exhibitors to "spruce up an older rooster". I guess they mean getting a fresh start as the spurs get flaky or crack.
 
This spur removal.. What powder is mentioned for the bleeding? Is it the quick stop used on dogs? Has anyone else used the hot potato method?

Several people in my area have done the hot potato method, it is easy and it works- no need for powder, it does NOT bleed. It also appears to be permanent. I think it kills the bone spur underneath. Unlike the twisting off method which is more like breaking off a finger/toe nail at the base, if the 'quick' is fine- the nail/spur will grow back.
