Neighbor Complaint- Stinky Yard. Advice??

That is crazy...and doesn't CO have some water rationing issues?

We are right at the heart of the water rationing issues of the Western US. Water is a very precious commodity. It's absolutely insane the amount of water that must have gone into the ground. The city worker who came over and detected the leak recently (he was using some kind of sound equipment to listen for it) said it was an absolute geyser. It's almost unimaginable that it was blasting water into the ground like that for over a year. I have heard several people utter the words "I just can't believe how many millions of gallons must have been wasted".

So yeah, on the surface one does want to smirk at the fact that I was not the only one at fault for the smell. However, the amount of waste is truly tragic. And I am really happy to just be a renter at this point, as there is ongoing inspection being done in terms of structural integrity of the foundation and mold. Ugh.
 
That's Government for you, getting paid for doing the least amount of work :mad: You'd think water usage gauges would be monitored better.

And herein lies one of the flaws of the system. The pipe was broken in front of the residential homeowner's gauge, so he never saw a rise in water use or was charged for any extra water. Meanwhile, I don't know whether the city was actually monitoring this giant leak in some way, but it doesn't seem like they had any idea it was still an issue, which leads me to believe they didn't even know this water was disappearing. It's pretty wild.
 
Thanks for the update. Crazy story, crazy ending. Sounds like the city water department had been reassess their monitoring program. Although the individual property owner did not get charged for the water leaking before his meter, EVEVYONE will be paying a higher cost for all that lost water.
 
Very interesting update.

Here any leak within the property line is the homeowners responsibility. If the city does the repair the city charges the homeowner.

In some cases I believe the city HAS to be the one performing the repair but the bill still goes to the homeowner.
 
From what I know it depends where the leak is, before the meter or after the meter (towards the resident). IF it's on the resident side, then it's the homeowner, if before the meter, it's the city. However, think it would depend on the City/County rules?

If I were the homeowners in the area, I'd be concerned about sinkholes & foundation issues. That's alot of water wasted & no one knew? Amazing ...
