IMO you're both at fault. If you don't want to have your dog spayed, at least keep her confined where she can't be bred while she's in season.

I agree that you have to put your girl up. I am not sure which dog is crossing the street but if its the unspayed female then the loose male could breed her on the neighbors property. Not only that but if the male was to be chained up in his yard and could NOT come visit and your girl goes into heat she may be the one to go visiting. This girls have urges too--normally only when they are in heat but if there is not an available male they WILL seek one out.
Also I have learned over the years that even my dogs that do not normally go anywhere DO roam especially at nite. Your dogs know when you are not going to be around for a while and that is when they will roam. We fenced our whole place just to keep out other ppls animals and to keep ours in. It would have been a whole lot cheaper just to spay one dog!
It takes 2 dogs to make puppies. Also since you are so far out your vet may be cheaper then a city vet and if you are on good terms a lot of times they will let you make payments.

ETA just so you know my males have breed more then 1 female while they were on a chain. The girls came to them!!

Legally, the one who owns the female is the breeder. It's your responsibility to either confine or spay her.
If loose/unfenced dogs are the norm in your area, and it sounds like they are, then you can't expect him to keep his dog at home when you don't keep your dogs at home. Your tied dogs in season are like leaving a giant raw steak on the lawn and then being mad that a dog comes over. His male dogs can't resist it and shouldn't be expected to.
Spaying is more than just throwing money away. An intact female is at an increasing risk of uterine infection and death with every heat cycle. That's why even show breeders, who will probably keep a male intact until he dies (because there's no health risk to an intact male) will spay their females at a reasonable age.
I guarantee you there's a program or a clinic near you. If you don't want to spend $100 on a spay, go spend $100 on a dog kennel.
I'm sorry - I know, you want the answer to be "Yeah! Bad neighbor!" But the owner of the uterus is responsible for the puppies; that's just the way it works. Even if you had a leash law, he'd only be responsible for violating the leash law, not responsible for the puppies.

I. Pay less than 100 to spay a dog, including optional after surgery pain meds. Owner is responsible to spay their dog, or deal with puppies over and over.... Which end up in shelters half the time. IMO you can't criticize the neighbor if your dogs also run free... And unaltered
Moxiechick said it the simplest, You should pay to spay because they are YOUR dogs. Having any kind of pet cost money.
